How do certificate programs work?

I live in an area where there are several community colleges and state schools nearby. Let's say I was to attend one of these community colleges or state schools. Would I still be able to participate in a certificate program offered at one of the community colleges down the street?

I know these certificate programs are probably specific to each school, but I was just wondering (in general) if you're allowed to be enrolled in one school and take a certificate program at another school. And if this * is * allowed, how you would go about doing that (generally speaking).

Thanks

Also, I know the difference between an associates degree and a certificate is that a certificate is supposed to show knowledge in a specific field, while an associates degree is more broad and can be used as a stepping stone for a bachelors degree. That being said, I still have one more question though. I know you can ‘double major’ when you get an associates degree (at least I think you can?), but is there an equivalent to that for certificate programs? If the certificate program is only one or two semesters long, can you technically take two or three of them throughout your years at a state/community school?
