How do GPA and EC weigh up?

I've been wondering...

comparatively speaking, would a student ranked in the top 15% of their class with fantastic extracurriculars with a lot of leadership positions be better than a student ranked in the top 10% of their class but with only average ECs with only 1 or 2 minor leadership positions?

(assuming that their SAT/ACT scores were the same)

I'm wondering because my brother is about to enter high school, and I'm debating whether the route I took was a correct one (whether I should recommend it to him). Thanks!

EDIT: Actually, I prefer the advice of the poster below me. :)

I believe the best advice to give to anybody entering high school is to simply always put forth your best effort in everything you do, and pursue the things that you love.

If you follow that advice, and are a fairly competent person, you will probably end up on the up side of the college admissions process, assuming you accurately portray yourself and the things you love are not sketchy :).
