How do I go about doing this?

I plan on getting a bachelors degree in International Relations, though I do not know exactly what career I want out of it. I would like to work with global corporations, something around that idea.

I also want to get a minor in Illustration because art is a genuine passion of mine, though I determined long ago that I will not get a career in it because I don’t like the idea of drawing for work (I just want to hone my skills and learn things that I would otherwise never learn). Is this viable?

Maybe. Most colleges don’t offer a minor in illustration; the minor might instead be studio art or visual arts. It’s at the very least viable for you to major in political science and take a bunch of elective classes in art/drawing/illustration/visual art, and probably to minor in it if you want and you plan your courses carefully.
