I found out I was awarded cal grant b but my friend was awarded a. What's the idfference between the two and how do they decide who gets which?

Cal Grant A and B are used towards bachelors while Cal Grant C is for vocational degrees. They’re all based on income and asset ceilings. Cal Grant B is for those who are lower income. You received B because you have more need than your friend does.

Income and asset ceilings for the next academic year: http://www.csac.ca.gov/facts/2011-12_incomeceilings.pdf

Cal Grant A and B both award tuition/fee assistance.
Cal Grant B also gives an additional “living allowance.”

Note that Cal Grant B technically does not award tuition/fee assistance the freshman year, but I have yet to see a California school that does not pick up this slack with additional grant aid. At the UCs, this is guaranteed to be picked up with grant aid because of the Blue&Gold promise.
