Can someone give me a brief summary of it? Is it a really rigid core or easy to do whatever you want?

There isn't a rigid core... not like UChicago at least. You have to complete 12 semester hours of distribution courses in each of three groups. Group 1 is Humanities, Group 2 is Social Sciences, and Group 3 is Science and Engineering. Your 12 distribution hours within each group must come from at least two departments within each group. Beyond that, you have lots of flexibility in choosing which courses to take towards your distribution hours.

Obviously, if you have lots of AP credit, this will help you out a lot and provide even more flexability in choosing courses. Rice is really good about allowing students to choose their own courses and explore their options-- and like most schools, you don't have to declare a major until the end of your sophomore year.

So to answer your question, yes, it is very easy to do whatever you want within some general guidelines. Go to http://www.ruf.rice.edu/~acadadv/new_student/courses.html if you want some more info.

you can click on the term links (eg. Fall 2006 - Spring 2007 - Summer 2007) to see what courses count for what distribution. there are many, many options.
