How exactly do highschool records affect prospective transfer applicants?

I'm still a Senior in HS, but at this point I'm pretty sure I'm not going to attend a college I'll find 'suitable'. Long story short, I've had no idea what I've been doing in terms of getting into college for the last 3 years. Anyways, I'm finally coming to terms with the fact that I'm probably going to have to end up at a school I'm not completely content with (probably either BU, UMiami, or Tulane), and I plan on transferring after freshmen year. I'm hoping freshmen year of college can act as a 'clean-slate', and wash away the majority of the influence of my rather deplorable highschool transcript. How realistic is this. To put things into perspective, here are some of my current stats:

-UW GPA: ~3.1 (the result of intense procrastination and a vast misunderstanding of the college admissions process :( )
-W GPA: ~3.7
-SAT: 2040 (projected 2100+ next time I take it)
-AP/IB: 4 AP's, 6 IB's, multiple Honors
-AP Scores: All 4-5's
-EC's: Meh, pretty sucky. Couple of clubs, nothing too special

So basically, my GPA sucks badger testicles. And will probably end up being the reason I get denied to my top schools. But like I said, I'm come to grips with this reality and move on. But the thing is, I reaaaalllllllllllllllyyyyyyyy want to end up at Vanderbilt, and plan on applying to transfer Freshmen year. How much weight does my HS transcript carry after only one year in college? Although seemingly far-fetched, I plan on doing a lot better in college as I'm finally understanding the whole college-admissions process and how many things I've done wrong/focused on in the past. I plan on getting a 3.75-4.0 GPA freshmen year, joining a buttload of clubs, rising my SAT's, etc. But I'm really worried my crappy HS record will come back to haunt me during the transfer process.

Does anybody have any insight, ideas, or comments pertaining to this subject? Any information would be immensely appreciated.
