Why doesn’t your friend to a side by side comparison of the curriculum to see if one program better fits their intended career goals. Also your friend needs to visit each campus if they have not done so, since are both very different in student body, overall feel and location.
I know this is going to sound really stupid but how might she go about doing a side by side comparison of the curriculum. Thank you for the speedy response.
Go into the departmental pages for Psych at each school – check the graduation requirements and specific courses offered within the major. What are the GE requirements? What are the major requirements? How many courses are on offer? How many professors in this department? Is the departmental focus on pushing students toward counseling or research? Does the Psych department have a more business or corporate-orientation, i.e. as prep for marketing or HR jobs? Are practicums or internships part of the mix, or do they reserve those opportunities for grad-level programs? Are their research opportunities? If so, what are the primary topics being explored/researched within that department? Is that something that your friend is interested in?

These are just examples for possible curriculums. There are several concentrations available for each school. Just need to do some digging.
Academics are important but so is fit: socially and financially. Both schools will offer many opportunities if they take advantage.
