I have a 2300 SAT (790 CR, 760 M, 750 W) but only a 3.5 UW GPA with 5 APs. Is the score enough to cancel the bad grades and get me into a lower Ivy. Namely Cornell (Probably ED) Penn and Brown?? What are the chances there?

Good scores don't override mediocre grades at top schools. Most successful applicants will be strong in both arenas. 3.5 means different things at different schools. If you've taken the hardest course load and are in the top 10% of your class, you have a shot at Cornell.

nothing overrides anything, unless you had an outside circumstance that affected your grades: such as a detrimental disease.

the sat score still looks good, take a bunch of sat iis to show that your school's grading system is harsh

So even though I have a 1550, Penn is still unrealistic even ED? And what percent chance of getting into Cornell? Thanks a lot.

It depends on your school. Some schools are really tough, and 3.5 is actually respectable. Other schools hand out A's; it all depends on your rank.
