How hard is it for an Out of Stater to get into UCLA and UCB?

Do you pretty much have to have a 4.0? Does major choice matter? How much emphasis do they place on ECs, essays? I'm new at this, so, please be kind. :(

After I decided to apply as a transfer to UCLA while living outside of California, I quickly had second thoughts after seeing the admission trends for out of state applicants (which range from 2-5% for the past 10 years, but about double that figure for freshman). I decided to just move to CA and attend CC for the one year that I otherwise would’ve spent waiting out the application process with such low prospects. Even though I had an AA degree already, this was still really useful as I was able to pick up a bunch of reqs that I didn’t need to take out of state. After this, I transferred with more credits than I would have had otherwise and felt more adapted to the new state. That’s just the route I took if that helps at all.

Yah I would HIGHLY recommend moving here and going to CC for a year and then applying.
