How hard is it for OOS to become California Resident?

I know that UCB plans to extract as much money as possible from the OOS but my family isn't exactly the richest. However, how long will I have to take classes there before I can apply for residency?
I also heard from my guidance counselor that if I rent an apartment in California for a year, I would be able to apply for residency. How accurate is this proposal? If this is completely off, what is the proper method to apply for residency?

Thank you so much for taking the time to answer this!

Shorterthan6feet - hate to be blunt, but if you cannot afford OOS tuition, you should look at attending a pubic university/college in your own state instead of looking for a way to avoid paying OOS tuition - you are an OOS after all.

Very hard for most undergraduates unless your parents become California residents, or you are considered financially independent of your parents for college financial aid purposes (e.g. age 24, military veteran, married). Not all that hard for graduate students.
