How hard is it to get in as an in-state applicant?

I know UNCCH is a pretty selective school, but I looked at the acceptance rates of instate vs out of state students here -http://admissions.unc.edu/apply/class-profile/ on their website and it seems like its considerably easier to get in as an in state student.

Why is that? Are in state students just preferable over out of state students for whatever reason?

Is there any way to tell the GPA/SAT scores of in state students VS out of state students?

The highest number of OSS students that UNC can accept is 18% according to the law. So, yes it’s easier to get in in-state than oss, but you still have to have good stats. I’ll say that GPA/SAT scores is slightly lower for instate than oss but you still have to be a good applicant nonetheless. They don’t release those number though.
