do colleges look at them as closely as they look act the sat and gpa?

Generally less important than GPA and the SAT I. Impressive SAT II scores might give you a boost, but will not make up for a lackluster application. Only a small amount of schools require them.

Those schools that require or recommend SAT2 scores are usually the more competitive ones. As most students applying to those schools would have great SAT/ACT scores, so the SAT2 scores will still play a role there although not as important as GPA or other test scores.
Some schools would waive the SAT2 requirement if you submit ACT score. There are around a dozen or two schools still wants SAT2 scores no matter what. For competitive schools, you should submit SAT2 scores even they are just recommended. Take Stanford as an example, they only recommend 2 SAT2 scores while 95% of admitted students did submit them.
Here is a link to a list of schools that would use SAT2 scores in admission evaluation. Go through the list for details.
