title is kind of confusing, but when college board says “tuition and fees” equal “x amount,” how many months of college is that? i was assuming twelve, but since a year of college only consists of six, i’m having doubts.

This might vary slightly between one student and the next.
We pay tuition and fees twice a year, at the beginning of each semester. When our daugter was in a dorm this was also paid at the beginning of each semester. Since she now lives off campus, we give a rent check to the landlord once per month. We give her money for books and food at the beginning of each semester because she is responsible enough and frugal enough that she will not use it all up at once. She needs books at the beginning of each semester, and pays for food as she goes along. She is in school for almost exactly 8 months per year.
Back when I was at a school on the quarter system, the tuition and fees were paid at the beginning of each quarter, three times per year. The rent was still once per month.
It usually means an academic year, so for example at a school that does semesters, that would be fall and spring. When you are on a school’s website looking at their Cost of Attendance, it should say. Summer semester is typically extra.
Schools charge by the semester or quarter, not by the month. Some schools have payment plans that allow you to spread out the payments. The number of months that you can spread the payments over will vary by what type of plan is offered.
Tuition and fees = academic year, whatever the year is that school. Pretty much never includes summer sessions.

In one of your other threads you mentioned applying to NYS from OOS. The SUNY colleges charge ~$30k/year for OOS students. That works out to $15k for the fall (Aug-Dec) and $15k for the spring (Jan-May). The entire academic year is 10 months. So the $30k cost of attendance divided by 10 months equals a payment of $3,000 per month.
@austinmshauri I don’t know the costs of tuition, fees, room and board at all the SUNY schools…but at Binghamton those costs are $43,000 a year for OOS students, not $30,000.
