I’m eligible for it and I asked my counselor about how many I can use, but he said that he thinks there is no limit. However, I saw on some website that they recommend four to be the limit for NACAC fee waivers.
So how many are students allowed to use? So far I’ve filled out six forms.

Did you use a SAT test fee waiver? Then you should have 4 free application fee waivers from Collegeboard.
Then through the Common Application, if your GC verifies your eligibility you should be able to apply to all common app schools for free.
I think NACAC fee waivers can be used in addition to those.
You can also contact individual schools to see if they offer fee waivers.
Are you applying to CSS profile schools? I think you can send profile to 8 schools for free with their waiver policy.
If you used a SAT test fee waiver, you can send 4 free score reports. You might ask schools if they require official score reports from Collegeboard, or will accept your scores reported on your transcript by your HS.
We had our GC use the NACAC form to satisfy the eligibility and once it was in the system the common app fee waiver was approved for all applications that needed a fee.
in applying to schools not on common app, we just made a separate NACAC form for that school. There was no limit and none were denied.
Agree that @mommdc is correct. Unlimited for common app, 4 from collegeboard and 4 from NACAC. And if you have any more non-commonapp schools, there is usually a school-specific form.

I also heard that on Common App you have to mark somewhere that you’re using the NACAC fee waiver? I haven’t submitted any apps yet but I haven’t been able to find a NACAC option under the fee waiver options that each school has in their applications.
in our experience the GC used the NACAC (completed and supplied by us) to complete their portion of the CA related to waivers. each GC may do things differently but being proactive and offering the completed form might make things go more smoothly for you.
