how many students who apply are actually qualified?

The acceptance rate at top schools are incredibly low like <20%. How many of the students that apply are actually competitive applicants? I know many tons of kids who don't have stellar stats or ECs but apply to ivies and top schools.

I read somewhere that competive applicants have more like a 30-40% chance. According to that, does it make sense that 60% of the people who apply never had a solid chance to begin with and are applying just for the heck of it?

Yes. Some Ivy (I think Princeton) once said that they had enough stellar applicants to be able to make three different freshman classes. A 30-40% chance for statistically qualified applicants is thus fairly logical.
