How much will my upward trend help me? Will "affirmative action" be in play?

I'll be a senior next year and I also have a very sharp upward trend. My cum GPA is 3.2 and this is how it stacks. Freshman: 2.3 soph: 3.0 junior: 3.9
Do I have a chance if getting into cal states like Fullerton and long beach? Or even UC's like Santa Cruz and riverside?
I also have a 1850 sat. My CSU sat is 1160/1600

P.S I know California technically isn't allowed to practice affirmative action but on all the school diversity charts I see there are only about 5% black students. As you can tell by my screen name i'm Nigerian, even more 'diverse'. My general assumption is schools in california like Fullerton who value diversity and see that im qualified will give me a bit of a 'edge'? Is this true? Many of my Nigerian friends in college agree as well.

No, no affirmative action. They will not break the law; that’s why there are only about 5% black students. :/

aw shucks, but what about the upward trend question. Do i have a chance?
