Question: How to change schools (majors) within a University?!

P.S...Okay...I don't know if i'm doing this right. I've never done this before. X__X

I have a difficult time in choosing which school to go to. I guess i'll simply list my acceptances??

Accepted:
UC Berkeley, SD, LA, SB, and R.
NYU, USC, Lewis & Clark

okay...so I've basically have three choices: UC Cal, SD and LA

However when I was applying to these schools, i was thinking oh, engineering for the "easy" schools and non-eng for the harder schools. And I've realized that I really want to do environmental engineering. So for SD, I was admitted as Environmental Engineering (took a risk...). For Cal: College of Natural Resourcs. And LA (something random): Pre-econ/International areas studies...

I called both LA ANd Berkeley, and both said it's very difficult to change schools, ESPECIALLY to the Engineering Department. Cal's amission officer first said to write an appeal...and commented that less than 5% get their appeals. And when I told her it was switching to engineering dept, she flat out said "not possible." UCLA's admission officer was nicer and said to enroll in the college, then apply when i'm a junior; which is very competitive and selective....

I'm kinda bummed that now I've only got one choice if i want to do engineering. Don't get me wrong, UCSD is getting really strong in the science dept... but I guess I just want to see what my options are now. (I think the whole big name school is a factor as well.) I dont know if i should enroll at Cal or UCLA and take the risk.... or simply go to UCSD.

Is it really that hard to change schools/majors??? And please post comments about each school as well, in the environment and social life aspects.

Please help. I would really appreciate ANY advice and suggestion. THANK YOU VERY MUCH!!
