How to get around a pesky administrator?

I'm trying to start an organization in my club that would create a collaborative effort between my high school and the area middle/elementary schools so that we older kids could tutor the younger kids after school or on a case by case basis. My first obstacle here is that the vice principal in charge of clubs has a stance against new clubs in general. I believe if he just hears me out and lets me explain myself he will ok the project, but so far he has just ignored my appointment requests because he has written it off as "just another club". I had my potential sponsor teacher e-mail him and he ignored her too. The principal's secretary won't let me go over his head and talk with the principal. Any ideas to help me out here?

Note: I already have about 30 kids interested in tutoring, all of the caliber of academics and responsibility needed for this sort of thing. Preliminary reports from teachers in the schools think it's a good idea, and I'm talking with the middle school principal later this week.

P.S. - Any other ideas you might have in general to help me get this off the ground would be greatly appreciated.

don't give up. try not to annoying him TOO much, or else he will turn down your request. but if you keep bugging him until he hears you out, he will probably sit down and listen to what you want so you'll stop bugging him. if you're convinced that he'll like the idea, then there's really nothing much you can do except keep trying. everybody gives in at some point.

good luck!

have sex with them...

jk. although I do know footballers who have done such things to get around not having a 2.0.

It's hush hush.

Ask the middle school principal to approach him.

Hm, I hate administrators like this. What IS this whole 'going over their heads' issue? If one person doesn't give you what you want, you go to the next higher-up. It's how court systems work and I don't see whats so offensive about it XP Stupid school.
