How to interpret state reports for the PSAT?

I just read through my state's report for the PSAT and I have been comparing it with some years before. What should I be expecting for the national merit cutoff in terms of changes if the percents for the top scores (i.e. 75-80, 70-74) are larger this year than previous years but the averages for this year are lower (well for math the percentage for the higher category was lower but reading and writing were definitely higher)? Since the national merit cutoff takes the top 1% for cumulative score, should I expect for the cutoff to go up since the top categories are higher? I know that we won't know for sure until October but I just want to know what to expect.
