How's Stony Brook's FinAid for OOS?

How’s the FinAid at this SUNY for an OOS, EFC 0, high stat (1600 SAT, 4.0GPA) applicant?

The NPC displays an estimated $1,329 as student/family contribution after a $26,000 provost scholarship and $2,000 Val scholarship.

Is the Valedictorian scholarship available for OOS and American expats graduating from foreign high schools? Emailed them but still haven’t received reply. Any experiences here?

I’m certainly no pro here, but I don’t think SUNY is particularly generous when it comes to OOS students.
