Because human ecology at cornell is funded by the ny state, does it mean that instate applicants get a preference? I am an OOS applicant and I’m not sure if applying to human ecology will pose as a disadvantage.

They never release admissions stats for in-state vs out-of-state applicants,. so nobody outside of the process really knows for a fact. (which doesn’t stop people from making claims…)
It’s true that New York State is way over-represented in matriculants to the contract colleges. But it is also way over-represented in applicants, due to proximity but also, in no small part, due to the tuition discount for NY residents.
From the word around College Confidential, it is rumored that the College of Human Ecology does have some preference towards NYS students. However, this should not discourage you from applying. If you’re qualified, I’m sure your geographic location will not hinder you.
