International student from a country that (as far as I know) doesn’t record GPAs, but if I had to guess, it would be 2.7-3.3. Scored a 1780 on my first SAT run, probably resitting. Took part in extra-curriculars but have very flimsy documents to prove them, save for 4 measly certificates. Will writing a heartfelt admission letter about a train accident and a 3-legged puppy help my chances? Are international students always billed out of state fees?
I don’t have the answer to your question, but I’m guessing that yes, you will be considered out of state for tuition purposes.
The thing about international applicants is that domestic schools expect internationals to have nice stats in order to consider them. I’m not sure about your chances (did you check your portal today? Today is supposed to be the day all the decisions will be out) but writing a letter about a train accident and a 3-legged puppy will probably not help. Sorry.
