So I applied to University of California Irvine, and I am certain I picked computer engineering as my 1st major and computer science as a secondary choice. But when it said I got accepted, it said my major was undeclared/undergrad. I know that computer engineering and computer science are usually majors that get tons of applicants, so does this mean that if I choose to commit to UCI, I will have to compete with others just to claim the major of my choice?

UCI admits into the University first and then into the major. You were qualified to get into UCI but not into your choice majors. I would call the CS or Engineering department and ask how many Undeclared students are able to switch majors just to give you an idea of your chances.
