I got every question right on ACT reading but it says I got a 35 instead of a 36?

I just looked at my October ACT and it says I got 18/18 for both sections on ACT Reading but it says I have a 35 on the Reading section and not a 36. Surely it wasn't impossible to get a 36 on the October test? My comp is 32 and my scores are 34 E, 30 M, 35 R, 28 S, and 10 essay (33 E/W comp).

There are two possibilities. Either way, your score is correct.

Most probable:
The curve made it so -1 was 18 and -1 was a 36

You got:
-1 → 18
-1 → 18
-2 → 35

Pretty sure it is -1–>18 & -1–>35. That’s more likely since reading curves tend not to be that generous, and I doubt -2 was a 35.

I was confused a while back about a similar situation with my english score from december. It said I had gotten 18s in the subscores, yet it showed a 35

Hmm, I would contact the ACT about this.
It could just be a ‘small’ mistake on their part.
I hope it comes out to a 36 for you in the end!
Nice scoring, either way, though!

The subscores don’t necessarily add up to the scale score. I got 18 on both of the English subscores and still got a 35. If you request a copy of the test you can see which questions you got wrong. If it says that you didn’t get any wrong then there’s a problem.
Good job!
