I had a rough freshmen year but I have inproved. Will colleges really notice?

So my dream school would be Penn state (or OU) for meterology. Freshman year I got a 3.2W. It was hard to get use to. Softmore year I got a 3.7w GPA. This year (junior) and senior year I am going for a 3.9 or 4.0W (I would have a 3.66 bye the end of junior year and a 3.75 at the end of Senior year). If I did that this year do you think penn state or colleges in general not be as strict on my “low” gpa and notice my academic improvement? (Also taking many AP’s this year)

Penn State is very numbers-oriented and does not look at senior grades. See how junior year goes and then choose which campus and major to apply to based on the GPA you have at that point.
