I need some safety schools, please!

Well, I have a rather icky acedemic record. My GPA (3.0), EC's and awards (3 yr. International club, 1 yr. Art club, food pantry and 2nd place in a lit. fest for best drama) are terrible. Because of which the only thing I have going for me are my ACT (28, I'm planning on retaking it for a 30+), teacher recs (I get along well with many of my teachers), essay (I'm a pretty decent writer) and maybe supplements, if they count for anything.

Thus because of which I'm afraid I won't be able to get into any of the schools I'm aiming for such as:
-Loyola University Chicago
-Depaul
-Illinios Weslyan
-Knox College

So if that's the case I need some schools that I have a much better chance of getting into the only preference is one that dosen't have a dominating party scene and is in the midwest if not Illinois. Thanks!

College of Wooster

Earlham, Augustana.

DePaul, Loyola and Knox accept close to 70% of their appicants, so I wouldn't be overly worried if I were you, especially if you hit that 30 ACT. Illinois Wesleyan is a reach, but not a huge one. Knox has EA, which is non-binding, and the acceptance rate is very high. You could have an acceptance in hand before Christmas.

If you need more colleges, take a look at Depauw in Greencastle, Indiana. Want to stay near Chicago? Look to the suburbs: North Central College in Naperville, Elmhurst College and Dominican University in River Forest would be safeties or low matches for you, in my opinion. If you're a guy, you'll get an extra boost at schools with a high female to male ratio.
