OKAY, so as you can see, my GPA is low..really low. But do you think I still have a chance? Considering my SATs, EC's, and Rigor of courseload. I also have an amazing essay lined up and a supplementary letter explaining the reason for my low GPA.

I live just outside Syracuse and let me tell you... Syracuse is not that great. There is never anything to do besides go to the mall. There are a lot of slums in the city, a lot of crime. The city isn't that exciting there is probably about 5 good bars/clubs (my mom owns one) and out of the five, two are gay clubs. The city revolves around the university, because there is nothing else. The only real things to do in Syracuse are go out to eat, or go to the mall. Personally, I cannot wait to leave this area but my mom is making me apply to SU as a safety.
as for your ?'s
Lifestyle- within the city there are only a few "good" neighborhoods the rest are gross. outside the city there are a lot of nice suburbs. skaneateles is very nice its a good day trip but its like a half hour away, Camillus has some nice houses but nothing to do (its where I live), Marcelluls is decent, Bville is okay... and it goes on and on. None of the suburbs really have much to do its just where the people in the city live.
People- the city is pretty diverse but the suburbs are all white. my school has an intense 2% minority population and that is pretty typical of the suburbs.
nightlife- well as I said above its not that great. the club my mom owns I consider to be the nicest but there are intense with ID and bouncers. it has a nice stage and lounge and bar and nice outdoor area too.

I would put you at a 85% chance of getting in, I'd be surprised if you didn't.

I'd say your chances are good.
I know biology majors and they work hard. There's a group of really dedicated pre-med types I know, and they really help each other out.
Psych is popular, and as hard as u want it to be, it seems.
Living in Syracuse is not the same as going to SU. I'm with Stephrad on the point that I wouldn't wanna stick around after graduation. Town-gown relations are a little (read: seriously) strained. You can find things to do though. The bar scene is popular, the house party scene is maybe more popular. Being outside is great in fall, then downhill til exams.

People. Hmm. Lots of people around, so find the ones you like. I've never felt like SU is just brimming with kids just like me, waiting to be my best friend, but there are enough of each brand of kid to get you by. It's diverse, but not really mixed. The "JAPs" get a bad rap, but it's more that they're recognizable than plentiful, and they're not hurting anyone.

There's no way your not going to be accepted. Your stats are amazing for a school like this one. I got in with much lower scores, but I'm not sure how the system works.
