I Thought Scores Improved?

So... have been an avid ACT taker my junior year, taking it three times throughout the year, and am in a bit of a predicament.

I started off taking them in October, without much hopes other than learning the format.
My scores were as followed:
C:29
E:29
M:32
R:22
S:33

Then, I prepared by taking a few practice tests and got the following scores in February
C:28
E:24
M:32
R:25
S:29

Wow, so much for scores improving the second time due to familiarity.
And then, I prepared by taking 5-6 practice tests and got the following scores in April:
C:30
E:25
M:35
R:24
S:30

I have been continuing to take practice tests this summer in preparation for the ACT in September. I have done all of the tests in the red book, the pamphlets released by the ACT in 2011, 2010, 2005, and so on.
But, to my dismay, I haven't seen much improvement. I have tried different strategies but feel kind of lost in knowing where to go for help. So far, the best scores I have gotten are as followed
E:30
M:36
R:25
S:36

Math has stayed at 36 ever since the April ACT, so I'm not worried about that, science has been typically in the high 30s, and the others fluctuate. English has ranged from 23-30 and Reading from 22-25. Are there any websites that give good review and test-taking strategies that I might not have tried before?

I am at a loss of what to do and am about to give up preparation because I feel like my scores will never get any better.

My first time I got a 28. I practiced hard and then received a 31.
Math= You seem to do well, so don’t worry too much.

Science= I got a 33. I read the questions first then go back to the experiments. I read words like According to study 1, then I find study 1 and put my finger on it.

English= I just read along like a book. If it sounds correct, it usually is. It’s typically hard to practice English. I suggest just doing practice tests over and over again.

Reading= READ THE PASSAGES first. Even though readings my worst, it is still a tad higher than yours (29). Just read the passages first, skim them. Then go to the Q’s. All of the answers are in the reading. Also don’t spend too long on one Q, since you don’t have a lot of time.

Also, order your score report like me. See where you messed up, for me it was geometry. WORK on that area and you’ll get a 30+ no doubt.

Hope I helped!

Thanks, I just have so much trouble with the reading section. Do you annotate the passage while you read?

I read the entire passage at a moderate-faster speed. I don’t find the need to annotate. Usually, the answers to the questions are specifically stated somewhere in the passage. Don’t bubble in an answer unless it is specifically mentioned somewhere in the passage. There may be a couple exceptitions, but generally, you can find the answers somewhere. Thus, don’t “infer” on ACT reading.
