What would someone with this sort of background have a chance of doing in the investment banking area? I'd also like to include S&T.

Undergrad - Electrical Engineering and Computer Science at top pub. uni.
4-6 years as Marine Corps. Officer
MBA from top school

Would someone with this background have a good chance of getting into IB/S&T if they had a high GPA?
What about chances of working foreign?

If you have an MBA from a top school, your u grad GPA won’t matter much. Use your network to work your way in and send out some applications - you’ve got a good chance.

As an aside, why didn’t you make your move for FT work while pursuing your MBA?

IBanker

I haven’t reached my MBA stage yet.

Instead of IB, would you recommend S&T since I have a largely quantitative background?

If so, what would I need to do instead of an MBA? I’m looking at Vikram from Citigroup, he got an MS in EE and then an MBA/PHD in Finance.

Would you recommend his route?

Judging by your former posts you haven’t even finished undergrad yet. Let alone your 4-6 year Army/Marine Corps stint.

A PhD is not necessary unless you want to go work a quant firm like Jane Street or D.E. Shaw. Even then by the time you’re done with the armed services you’ll be 26-28 plus an MBA will put you at 28-30 with no prior work experience under your belt.

Get a good GPA for undergrad and then try to get into a Top MBA program. THEN WORRY ABOUT THE QUESTIONS YOU ARE ASKING.
