IDOC eligable non-citizens

<p>What do they mean by eligible non-citizens? Does it mean citizens of different countries who can receive financial aid? Like, I'm a canadian citizen, but i'm eligible for financial aid in all my applications. does this mean that I fill out the form with ^ that as it's header, or the one for international students?</p>
