Yes… if eventually accepted into both Schools/Programs. Many students at USC double major, and a majority it seems do at least have a major and one minor.

Compared to the UCs, yes it is unique. Unique to USC in that it is easy to do - there is room in classes and they encourage this as a mindset there, rather than discouraging it and trying to push you out the door. I see it as getting every dollar out of your four years. My D will graduate in 4 years with double major and two minors. (Taking heavy loads each semester maybe with summer and/or Maymester.) My other two doubled up as well, with one doing so in engineering. He qualified for the 21 unit per semester program through his gpa and the Academic Achievement Award. With AAA, a student can take up to 21 units at the full tuition rate. Could have graduated a semester early, even with a STEM double, but wanted to enjoy that last senior semester!
But even without summer classes and AAA, if you pick classes wisely, most anyone can double major in 4.
Yes. I concur with @cadreamin Anyone at USC can take up to 18 units per semester without any additional costs. So even just a standard 8 semesters equates to 144 units. Many come in with AP or IB credits as well. And since private universities, like USC, in general have less required GEs than the typical public university, it allows that greater flexibility to double major or take two minors, etc. Many of my younger daughters friends are currently at a public university in FL, and they are all complaining how their university basically dictates to them about 1/2 of all the classes that they need to take during a four year period just in terms of GEs and distribution requirements… making the first two years more like 13th and 14th grades (or a continuation of high school) than like going off to college and having the freedom to choose. USC has general education requirements as well of course, but not to the same extent or on the same level as public universities.
@CADREAMIN can I ask what your D is double majoring and double minoring in? I’m interested in potentially doing the same and I just wanted to see what she’s doing it in?
