If I didn't get into the FSU CARE program, do I still have a chance at getting into the university?

I applied for the regular decision fall application for FSU (decision date is March 19th) and I got an email in the middle of the night (February 18th) saying that I was not accepted into the CARE program. At first I thought it was a done deal and that I’d better choose from my other colleges that I was accepted into but now I’m just confused. I did read somewhere that the CARE board meets every Thursday to render decisions for the program but I need to know if the decision for the program is the exact same as the decision that’ll come out next month?..

“We regret to inform you that we cannot offer you admission to Florida State University through the Center for Academic Retention and Enhancement (CARE) Summer Bridge Program. Although you do not meet the academic qualifications for admission to the University, we invite you to consider the TCC2FSU Golden Guarantee Program. As a participant in this Program, you will begin your studies at Tallahassee Community College, the #1 transfer school to Florida State and conveniently located approximately one mile from campus. The TCC2FSU Program offers guaranteed admission into Florida State if you stay on track, meet all transfer requirements, and earn your Associate in Arts degree at Tallahassee Community College.”

This has me perplexed:

“We regret to inform you that we cannot offer you admission to Florida State University through the Center for Academic Retention and Enhancement (CARE) Summer Bridge Program. Although you do not meet the academic qualifications for admission to the University …”

It’s driving me crazy because I get that I’m not getting into the university THROUGH the program yet they say that I don’t meet the qualifications for the university when it’s a month before the actual decision date :-/ …

Please help… :((

They are giving you advanced notice so you can decide and apply at TCC.
