If i don't have permanent residency nor citizenship..

<p>If I don't have neither permanent resident card nor citizenship and i try to apply for UC univerisities.</p>

<p>Am I discriminated as Out Of State applicant?
or do i have any disadvantages?
is my resident state affect my admission?</p>

<p>Well, yes, as an international applicant (i.e. neither citizen nor permanent resident) you will certainly be treated differently than an in-state applicant, at least tuition-wise... If you can pay the out-of-state tuition bill (there is no financial aid for international students at the UCs), you can give it a shot (I don't know if the admission office would hold you to the standards of an in-state, out-of-state or international applicant), otherwise you are pretty much screwed.</p>

<p>they will not "discriminate" you because you don't have citizenship or permanent residence. You will be evaluated as a regular high school student studying in the U.S. If you choose to go to a UC and send in your sir...the school will send a letter notifying you that you have been classified as a non resident for tuition purpose. But since you have been living in the US for four years and have been attending high school for four years....and assuming that you graduated from an american high school, you can send in an application appealing your classification. The school will request some documents such as official transcript, copies of passports, etc. If you just turn in all the things the school tells you to...you will be classified as a non resident paying a in state tuition. Of course you won't get any financial aid...but it still saves a whole lotta money. if you have any other q's...feel free to ask. I was in the same situation as you exactly a year ago.</p>
