If re-apply for financial aid...

Some of you may know my situation. Here it is: I got into Duke, deferred my admission for a year or two to serve in the army, failed to get scholarships this year, and now no $$ to attend Duke. I've been thinking of re-applying, along with all the other universities I'm applying to. But I'm also applying for government scholarships again this season. if I re-apply to Duke and do not get financial aid, could I negotiate a sort of deal that they'd still give me the place I earned last year if i DO get a scholarship this time round. Do you guys think they would be amenable to that idea?

I've got to make a choice quickly, before I withdraw my Duke place on 1 Nov so apply to other colleges.

AND if i do decide to re-apply, without the any "deal",

1) would they treat my application as a completely new one, i.e. forget that i ever got a place?

2) if they my re-application for finaid fails, do i still get to keep my place at duke on the basis that i did get a place last year? or do they count finaid + a place as a complete, inseparable package, even for re-application?

How can you "serve in the army for a year or two?"

i'm a singaporean. conscription..
