I am currently a junior in high school, and I’m conflicted with what to do:
If you had to choose one, would you rather be the President of the Future Business Leaders of America club or the Business Manager of your school newspaper?

Whichever one you are most interested in. It is not a “duh” decision at all. You will learn actual skills as the business manager.
business manager sounds much more interesting than presidency of a standard club, but club presidency might add more ‘value’ if you don’t have a legit leadership position yet. What are the circumstances limiting you from doing both?
Business manager sounds like you’d do things and learn by doing.
