I began filling out the application for Fall 2010 today, and inputed all the courses I've taken to date. I've completed the first part of the IGETC English requirement (Group A: English Composition), but not the second (Group B: Critical Thinking)- according to the IGETC breakdown I found on my school's site (Pasadena City College). However - in the application, it says that I have completed the English requirements for the UC system. The exact wording is:

English Composition:
Based on the courses you reported, you have fulfilled the course requirement for this subject with a Grade of C or better.

Has anyone else encountered this before? Is it just that to be IGETC certified, I need to take that extra English course, but I technically don't "need" it to meet requirements?

You’ll need to still complete the second course in order to be IGETC certified. Otherwise, PCC won’t certify you regardless. What requirement are you fulfilling?

“>>>>>>>>>>>>>>>English Composition: <<<<<<<<<<<<<
Based on the courses you reported, you have fulfilled the course requirement for this subject with a Grade of C or better.”

it says you completed your English Composition requirement, meaning just part A (not ALL your English reqs). You still have to complete part B.

Well it depends if the college you’re applying to accepts IGETC and whether you’re using IGETC to satisfy general ed requirements. If the answer to both questions is yes, then they can revoke your admission (that is if you stated on the UC application you’ll be using IGETC but weren’t certified). Basically, once you submit your SIR, you’ll have a deadline for them to receive the certification.

Got it - but if you satisfy requirements without IGETC and do not state that you will be certified, there’s no downside? I guess I just want to make sure it isn’t like TAG, or TAP in that those who are certified have a better chance at admission.

You don’t have to do the IGETC; it just helps you when you want to make sure your classes transfer. I didn’t put IGETC certified on the application cause I’ll be taking my last English class during summer 2010 and won’t be finished for it to be certified in time.
