I would like to know about your experience in transferring from CC to UC system especially to UCLA Engg department.
Did you took IGETC or major prep courses from assist.org to successfully transfer to UCLA Engg department ?
And if anyone could help me by providing the academic plan in the CC in Eng major it would be more than appreciated.

Most people do a mix of both. You should definitely finish your IGETC, you will be asked if you completed it when you apply. Also they recommend you finish as much of your major prep before you apply as possible. So try to plan your classes so that you are taking classes that both count toward major prep AND IGETC. 
Ideally, you want to complete both major prep and IGETC before transfer. If you must choose one or the other, major prep is likely to be more important. IGETC can fulfill general education requirements (note: some majors/divisions do not accept IGETC; see ASSIST listings); not having it means that you need to complete general education requirements specified by the school you transfer to.
