I'm Confused---International or Not?

I'm currently applying for college and I'm living in the United States. I have lived here for the past 10 years. I'm currently pending for the Green Card. I have an EAD and I have an Alien Registration number.

Am I considered an international student?

I'm so confused because some places say if you're pending for permanent residency then you're not international, while other places say that I'm international if I am not a Citizen or a Permanent Resident.

For most schools that I'm applying to, they don't even have a spot where I could put I am pending. It's either you're a Citizen, a Permanent Resident, or What Visa you have/or are applying to.

?????

Also, do I need to fill out the International Applicant Financial Statement Form where I have to declare if I have enough money to pay for my first year in college? It says all Internationals should fill it, then it says it is only required if you're applying for an F-1 Student visa, which I don't need because I'm pending for the Green Card.

This is all so confusing! Can anyone help?

It depends on which university you ask. I think you need to directly contact the colleges you're applying to. Only they can answer your question.
