Im going to transfer but I want to know if I can transfer next year?

At the end of this year, I will have 54 units. At the end of next semester, 68 or 69 units, at the end of next year 83 or 84 units.

So I was wondering if I could apply next year, and they would look at my gpa when I would have 68 or 69 (maybe even 70) units? and then finish the year with 83 to 85 units? Maybe take off a semester off so I wouldnt have the 83 to 85.

Not the same as applying this year when I have 45 when my application is sent.

Is that confusing?

Yes you can take time off between applying, and starting at the new place.

Just to clarify, I wont have 60 units, but 70 at the end of fall 2018 (when my apps finish and go in).

Do UCs just not care how many units you have?
