<p>Berkeley has an amazing Bioengineering dept so be sure to look into them if you're especially interested in Engineering.</p>
<p>UCLA is at the same level as the other two but just doesn't seem to share a lot of the spotlight that the other two have received in recent years. UCLA is heavily recruited and has a great Med School, so if you're competetive there, you can make it to a lot of the more prestigious grad schools.</p>
<p>In terms of chances at schools: UCLA/UCB = Match/Veryyy slight reaches because you're not even from this country and those two schools' admisions are known to be weird at times; UCSD = Match; other UCs = safeties etc.</p>
<p>I believe that in BioE, UCSD is (USNews) ranked number 1 and UCB is ranked around 12 (a very high ranking).</p>
<p>UCSD is a large research institution and has many opportunities for students to participate. I assume UCB and UCLA (and some other UCs) do as well.</p>
