Importance on contacting admission counselor

I'm a current freshman at a small private university and am looking to transfer. Something I struggled with during my college process in high school (and I think this would be really useful information for high school students applying to college) is if/how/when you should contact an admission counselor. The admission counselor at my current school and I were very close mainly because I visited on a day no one else did and afterward I emailed her (because I was more comfortable) with some questions.
I'm looking to transfer to Vanderbilt, William and Mary, Northwestern, Notre Dame, and maybe Wake Forest. Should I shoot emails to the admission counselors in charge of transfers and just introduce myself or is that weird? Should I make up questions to ask them?
I really want to get my name out there so I'm not just another application. Thanks!

Bump, does anyone have any input on this?
