I'm not really one to frequent the chances forum, but I am extremely worried. Compared to everyone in my class (2016), or at least who I've seen on CC, I look like a loser. My combined GPA for 9th and 10th is about 3.5 (UW). I had so many things in my way, including having to support my family. I really did not hold any leadership positions in school clubs and I feel like I have no excuse. A few months ago I figured out my true passion: linguistics. I have been mad about astrophysics and math as well. But I know my focus is mainly on linguistics and physics.
In order to make sure nothing goes wrong, I have been studying ahead of time for my classes (4 APs and a few honors). I figured since it is summer, I have time to stay ( I don't need too much sleep). It's going well. I also am self studying 6 languages. My question is how can I improve my chances at schools like Rutgers or Penn State (no point in HYPSM for me)? Does taking language SAT II and AP tests make any sort of impact? I really don't have too much to show for in terms of clubs within school. I don't really have the time for them.
What should I do? I feel like a complete failure. I guess my writing isn't too shabby and my gc thinks very highly of me and has told me that I can trust them for a stellar rec since they are aware of my situation. I don't really like to get close to my teachers, it just doesn't feel right to kiss up to them for a letter or whatever. What if I am not good enough for Rutgers? I am not exceptional and it's scary to know that exceptional is what every school is looking for this century. I guess I will follow Xiggi's method for self-studying for the SATs. I just feel so ridiculous compared to my classmates that are taking $5,000 classes. Is junior really that important? Will earning near straight A+'s make a difference? Do they actually care about an upward trend? Will I look pathetic if I only have 1 summer program?

Reasonable bump actually. Schools that I am interested in are:
Rutgers University
Penn State University
TCNJ
SUNY Binghamton

So how would I go about improving my chances at the schools listed?
