what criteria ?

I would rank it the same way, but honestly it will not matter. I went to Albright College and passed the CPA. My cousin went to Muhlenberg and she did not. In the long run it comes down to you as a person. Most employers will view you the same unless you go to a Ivy League. A girl who sits next to me went to Dickinson, so it really does not matter. Chose the school best for you not what the US News says.

Hard to say unless you tell us your criteria. General academic reputation? Academic reputation in a particular subject? Influence of frats? Setting? Endowment? Other criteria?
