In state and out of state

what does it mean? If I find an apartment in Tamp will that count as in state?

In general Residency is based on your State of residence in the year or two before you start college. Also for dependent students it is based on your parents state of residency.

So if you are talking about Florida (I am guessing you mean Tampa - if not then substitute the appropriate State), you are a dependent student, and you and your parents live in Florida then you are a resident for tuition purposes - in-State. if you and your parents do not live in Florida then getting an apartment in Tampa does not make you instate for tuition purposes - therefore Out of State.

NO...getting an apartment in your college's city (that is not in the state in which you and your family currently reside) will not give you in state residency.

Each state has its own specific rules in determining in state status for students. Most define the residency by the state where the parents live, unless the student is independent by their definition (which is again determined by each state). Otherwise anyone going to an OOS public would only be OOS for a year.
