in state >> out of state tuition

once youve gone to college in a state for a while can you ever start paying in state prices??

Not unless you're a resident of the state.

Expanding, each state has its own rules for determining residency that qualifies you for in-state tution and you should check with particular college as to rules applicable for paying in-state tuition. Typically, you need to be a resident of a state for a specified period of time, often one year, and need to prove "residency" by showing you have lived there for a year, worked there, pay taxes there, and similar, and that you are independent of your parents if they live in another state (meaning they are not paying for your school). Moreover, time you spend going to college in the state is usually not counted towards the time needed to prove residency.
