I live in DE. I live in a middle-small neighborhood. The half that my house is in is in Delaware but my neighbor, less than half a mile from me, lives in PA. Would some schools give me in-state tuition?

You don’t live in Pennsylvania, you live in Delaware. Are you thinking that Pennsylvania state schools might give you in-state tuition because you live less than half a mile from the state line? Is that like Sarah Palin being an expert on foreign policy because she’s from a state that happens to be next to Russia?
Sometimes a PA school that is close to the border near where you live will give you instate rates.
Do you live very near the PA schools that you’re applying to?
Only that college’s FA office has the authority to rule on this-- not any of us. U need to ask that office directly.
Are you thinking about commuting? If you’re a very good student, there’s a good chance West Chester University would give you enough money to bring you down to in state rates, possibly even more, up to full tuition. Additionally, I believe you can use your Delaware state grant, if any, at Pennsylvania schools. (I know somebody using their PA grant at UDel, so I think there’s some sort of reciprocity agreement).
