If I own an apartment in Chicago but have lived there for under 1 year, can I qualify for in-state tuition? I have no familiars in Illinois and I have not lived there before.

There is a UIUC thread in the colleges section. The information you provide is insufficient to comment on your residency. Go here for the usual rules:[University of Illinois > University-Wide Student Programs > Residency Status Regulations](University of Illinois > University-Wide Student Programs > Residency Status Regulations)

I don’t know if you are dependent on parents or independent. If under 24 you begin with assumption that you are dependent on parents and thus will get in state tuition only if they are residents. You can alternatively prove you are a resident and independent from parents and that requires showing such things that you live here, your parents provide no support, and you have income in Illinois and pay Illinois income taxes. You must live here as an independent for at least one year before you start at UIUC to qualify for in state tuition
