I have been trying to find more info about the Lilly Scholarship (Delaware County), but it has been hard. There are probably a bunch of you on here who have experience with it. If any of you could tell me more, please do! I would especially love to hear what sorts of criteria they pursue.

Lilly Endowment is a general grant to IU and how the program awards to your particular High School would be easiest for you to find out about. Wells Scholar is a specific program but I think that is not what you are asking about. Go Hoosier Mama

The Lilly scholarship is a competition sponsored by the Lilly Endowment started in 1999 to encourage the best Indiana students to attend Indiana colleges (it cannot be used out of state). The applicants are usually judged on academics, ECs and community service. The winners receive full tuition to ANY INDIANA school (regardless of $, including Rose Hulman and Notre Dame @ $27K+/yr) for 4 years plus $800/yr for books/equipment. (I have hear some Indiana schools will provide scholarships for room and board to Lilly scholars.) The number of winners varies depending on how Eli Lilly stock performs (the basis of the foundation). In 2005 I think they awarded 2 per county because Lilly stock was down. In previous years, it has been as few as one and as many as 6 per county. Each county has a board responsible for the selection so the selection criteria can vary from county to county. Here is the link to get more info for each county, including Delaware.

Your Guidance office should have all the info and applications for your county.
This is one of the most prized scholarships in the state and, because of its potential value (over $120K+ @ some schools), very competitive. Good Luck.
