you never see Rice advertising how good they teach students???? only stuff about research.... any comments about that???

I don't know what you want us to say about that. What do you want to know? You can't really make a blanket statement about teaching (quality, type, style, etc.) at any university, since it varies by class and by professor. There are a few amazing profs, a bunch that are good, and a few that are lacking in their ability to teach - but that's all subjective. At worst, some Rice profs might be miffed at having to teach classes since it takes time away from their research, but at best, you've got some really cool profs who love teaching and pass on their passion to their students.

Who knows what the administration of a school is going to stress?

Rice is widely known for its undergraduate experience and teaching quality. The administration is probably just trying to remind people that we can research as well.
