International applicant financial forms??

Now I always thought that for international students you gave in all your application material and when you got into a school and you want to go there, you send a financial statement/bank form saying that you have the money, and this then gives you your student visa.(i got into suny binghamton and this is what they say as well)

BUT looking at the websites from u of rochester and johns hopkins, im a bit unsure. They apparantly (like UNC) require a financial statement along with my application, not when im saying that i will attend and ask for my visa. I'm not sure i understood correctly what is written on the websites (or maybe i did). Im applying to virginia, emory, rice, duke, vanderbilt as well....is it true for these schools as well because i always thought the bank statement came afterwards...or did something change????

Please help...im very confused...boohoo

You are correct, some universities ask it before, others ask only if they admit you.
